When 10-year-old Kiara France of Stoney Creek attended the sold-out Justin Bieber concert at Rogers Centre in Toronto, she saw signs that filming would be taking place that day.

Jon M. Chu, ddirector of Never Say Never 3D, Step Up 3D and GI Joe: Retaliation asked if he could interview Kiara and her mom, Dianna. They answered questions including  why they are Bieber fans and how long Kiara had liked him. The interview was filmed and they signed a consent form. Chu said he would review all the footage for the movie and some parts would be chosen to go into the movie.
